Read-only mirror of the DMS (ADR-001 D1c). The approve button lives in the DMS — IECL has no approve command; it mirrors approval events and advises.

Unapproved documents age into EW-REVQ alerts on the next sweep. A release package's DOCUMENTS_APPROVED gate is advisory — an unapproved/superseded version raises an alert, never a hard block (R14).
